As it turns out, because so many of the facts about the loss of our spacecraft involve sensitive Russian military concerns and are cloaked in the secrecy of international treaties and classified military information, we just don’t know all the details. The U.S. State Department has even warned us not to participate in the accident investigation because it involves a foreign launch vehicle covered by the Strategic Arms Limitation Treaty (START).
ロシアの秘密主義の軍部が関与し、軍事機密情報と国際条約の秘密のベールにはばまれているおかげで、実際何が起こったのか詳細は不明のままだ。この他国の打ち上げ用ロケットは戦略兵器削減交渉条約に絡んでくるため、アメリカ国務省が事故調査に加わらないように勧告してきたほどだ。
There is one thing, however, that will be different with the new mission. The launch vehicle we use next won’t be a Volna. Transforming weapons of war into tools of science was certainly a noble idea. But as a practical matter, these rockets may just be too old, or not adequately maintained, for this kind of work, so we won’t take another chance with them.
しかし、次のミッションでは、この一点だけは変更する。打ち上げ用ロケットにヴォルナを使用しない。戦争の兵器を科学の道具に転換するというのは、確かに立派な計画だ。しかし、実質的に、この種の仕事をこなすには、これらのロケットは古すぎたり、管理がいきとどいていなかったりする。このようなロケットに、我らのチャンスをもう一度賭ける訳にはいかない。

やっぱり、できればお膝元で打ち上げた方が、無難です。しかし、寄付金で成り立つ団体がこれだけの事業を決行できるのですから、やはりアメリカはすごい。
